5/10/2019: Subchapter M requirement for Health and Safety Plan

TVNCOE issued a reminder that on or before July 22, 2019, owners and managing operators of Subchapter M towing vessels must implement a Health and Safety Plan (HSP) and the associated record-keeping procedures regardless of whether or not the vessel has been issued a Certificate of Inspection.


11/9/2018: Engineering Design & Testing (EDT) approved as third party organization under Subchapter M

The Towing Vessel National Center of Expertise posted on its website Nov. 7, 2018, that the Coast Guard has approved Engineering Design & Testing (EDT) as a third-party organization to carry out certain functions in accordance with Subchapter M.

5/8/2018: Towing Vessel National Center of Expertise adds Tugsafe “Lite” to suite of Subchapter M job aids

The Coast Guard released TugSafe in December 2017. TugSafe is designed to streamline and maximize efficiency of the Subchapter M inspection process by providing no guesswork inspections by dynamically generating a customized inspection checklist specific to a given towing vessel. After numerous requests from the towing community, the Towing Vessel National Center of Expertise announced that it has launched TugSafe “Lite” to allow access to the TugSafe compliance guidance without the need to generate a checklist for a specific vessel.


1/22/2018: Announcements of approved Third Party Organizations to be shared on Maritime Commons

To keep our readers informed as the towing vessel industry continues to move toward full compliance with Subchapter M requirements, the Coast Guard will begin sharing Towing Vessel National Center of Expertise’s TPO approval announcements on Maritime Commons.

12/7/2017: Inspected towing vessel decision job aid, “Tug Safe,” now available

The Towing Vessel National Center of Expertise announced on its website Dec. 6, 2017, the availability of a new job aid, Tug Safe, designed to assist with preparation, completion and documentation of inspections and/or surveys of commercial towing vessels required to comply with Subchapter M.
