1/10/2018: Important information for sending email attachments to National Maritime Center

Due to limitations in the Coast Guard’s e-mail system, e-mails that are larger than 10 MB or that include compressed files as attachments will not be delivered.


12/26/2017: Update to Qualified Assessor requirements

The Coast Guard is aware that as a result of the limited number of approved Qualified Assessors, there may be a hardship on mariners trying to complete STCW assessments after December 31, 2017. In consideration of this, the Coast Guard will continue to allow STCW assessments to be signed by an assessor who meets the requirements specified in NVIC 02-14 until December 31, 2019. These assessments must be submitted to the Coast Guard as part of a complete application no later than June 30, 2020.


10/10/2017: Merchant Mariner Medical Advisory Committee October 2017 Meeting

The Merchant Mariner Medical Advisory Committee and its working groups are scheduled to meet October 18-19, 2017, at the United States Coast Guard National Maritime Center in Martinsburg, WV. Although the meetings are open to the public, attendees must pre-register to be admitted.


10/10/2017: Merchant Marine Personnel Advisory Committee October 2017 Meeting

The Merchant Marine Personnel Advisory Committee and its working groups are scheduled to meet October 26-27, 2017, at the United States Coast Guard National Maritime Center in Martinsburg, WV. Although the meetings are open to the public, attendees must pre-register to be admitted.


10/4/2017: Designated examiner and qualified assessor submissions

The National Maritime Center has noted an increase in the number of Designated Examiner and Qualified Assessor requests being included with Merchant Mariner Credential applications. This has delayed the processing of some DE and QA requests. DE and QA approvals are not MMC endorsements and are not requested through the MMC application process.


9/19/2017: Temporary closure of Monitoring Unit San Juan, Puerto Rico

Electronic applications are still being accepted, but paper applications should be sent to another regional exam center for processing. The National Maritime Center will continue to work applications submitted prior to Tuesday, September 19.


9/8/2017: Great Lakes Pilotage Advisory Committee meeting scheduled

The Committee is scheduled to meet Sept. 26-27, 2017, from 8 a.m. to 5:30 p.m. EDT, in Martinsburg, West Virginia.


7/21/2017: Reminder – national merchant mariner credential extension expires September 30

The Coast Guard granted extensions of national endorsements for any mariner whose Merchant Mariner Credential (MMC) expired on or after Dec. 1, 2016. The extension was effective immediately and remains valid until Sept. 30, 2017. Mariners are not authorized to sail on an expired MMC after Sept. 30, 2017. Mariners are encouraged to apply for renewal as soon as possible. Overall processing time for applications remains approximately 60 days. The extension does not apply to STCW endorsements or medical certificates.


6/15/2017: Upcoming changes to National Maritime Center’s website

The National Maritime Center’s (NMC) website will be transitioning to a new platform effective June 29, 2017.


4/24/2017: Guidance for credentialing officers of towing vessels

Navigation and Vessel Inspection Circular (NVIC) 03-16 provides Coast Guard guidelines for credentialing officers of towing vessels. Mariners commencing training and assessment toward an officer of towing vessels endorsement should use the TOARs contained in NVIC 03-16. Mariners should plan accordingly to ensure that previous versions of TOARs are completed and application for endorsement is made prior to March 24, 2019.
