5/10/2019: Great Lakes Pilotage Rates-2019 Annual Review and Revisions to Methodology

The Coast Guard published a final rule that will adjust the pilotage rates to account for a rolling ten-year average for traffic, and result in an increase in pilotage rates due to an adjustment for anticipated inflation, changes in operating expenses, surcharges for applicant pilots, and an addition of two pilots.


10/17/2018: Great Lakes Pilotage Rates-2019 annual review and revisions to methodology

This rule would adjust the pilotage rates to account for anticipated traffic, an increase in the number of pilots, anticipated inflation, and surcharges for applicant pilots. The result is an increase in pilotage rates, due to adjustment for inflation and the addition of two pilots.


6/5/2018: Great Lakes Pilotage Rates-2018 annual review and revisions to methodology

In accordance with the Great Lakes Pilotage Act of 1960, effective July 5, 2018, the Coast Guard is establishing new base pilotage rates and surcharges for the 2018 shipping season. Additionally, the Coast Guard is making several changes to the Great Lakes pilotage ratemaking methodology.


1/18/2018: Great Lakes Pilotage Rates-2018 annual review and revisions to methodology

The Coast Guard posted a Federal Register Notice proposing new base pilotage rates and surcharges for the 2018 shipping season, in accordance with the Great Lakes Pilotage Act of 1960. Additionally, the Coast Guard is proposing several changes to the Great Lakes pilotage ratemaking methodology.


9/20/2017: Corrections to Great Lakes Pilotage Rates-2017 Annual Review Final Rule

The Coast Guard published in the Federal Register a corrected version of the Final Rule – Great Lakes Pilotage Rates-2017 Annual Review, which was originally published in the Federal Register Aug. 31, 2017.


8/31/2017: Final Rule – Great Lakes Pilotage Rates 2017 Annual Review

The final rule amends the Coast Guard’s Great Lakes pilotage regulations by revising the current methodology by which the Coast Guard sets base rates for U.S. pilotage service on the Great Lakes, as well as revises the pilotage rates for the remaining portion of the 2017 shipping season.


7/24/2017: Information collection request to Office of Management and Budget – Great Lakes Pilotage

The Office of Great Lakes Pilotage is seeking a revision of the Office of Management and Budget’s current approval for Great Lakes Pilotage data collection requirements for the three U.S. pilot associations it regulates. This revision would require continued submission of data to an electronic collection system. This system is identified as the Great Lakes Electronic Pilot Management System which will eventually replace the manual paper submissions currently used to collect data on bridge hours, vessel delay, vessel detention, vessel cancellation, vessel movement, pilot travel, revenues, pilot availability, and related data. Comments must be received by Aug. 23, 2017.
