1/9/2017: Release of Completed Voluntary Safety Initiatives and Good Marine Practices for Commercial Fishing Vessels

Today, the Coast Guard is releasing and making available the revised and completed version of the “Voluntary Safety Initiatives and Good Marine Practices for Commercial Fishing Vessels.” Subsequent to the release of the working version of the document in November 2016, the Coast Guard received feedback, comments, and recommendations from several fishing associations and other interested parties. Those responses were considered and incorporated into the revised version where recommended.


11/4/2016: Release of Voluntary Safety Initiatives and Good Marine Practices for Commercial Fishing Vessels

On July 20, 2016, Coast Guard Headquarters Office of Commercial Vessel Compliance (CG-CVC) posted a notice about the Marine Safety Information Bulletin 11-16 to provide clarifying information on stopping the development of an Alternate Safety Compliance Program (ASCP), and instead, starting the development of an Enhanced Oversight Program (EOP). Today, the Coast Guard is announcing the release and availability of the “Voluntary Safety Initiatives and Good Marine Practices for Commercial Fishing Vessels.” These good marine practices for older fishing vessels replace the ASCP and EOP voluntary safety guidelines.


8/19/2016: Proceedings magazine – Update to distribution schedule

To better serve its readership, the Proceedings of the Marine Safety and Security Council magazine will transition to three printed editions annually.


8/15/2016: Commercial fishing vessels – Extension of public comment period

The Coast Guard issued a notice that the comment period for submitting public comments on the notice of proposed rulemaking regarding commercial fishing vessels is being extended for 90 additional days.


8/5/2016: Summer 2016 edition of Proceedings now available!

The Coast Guard released the summer 2016 edition of Proceedings.


8/2/2016: Marine Safety Manual Volume II, Change 2 now available

The Coast Guard announces the availability of the updated Marine Safety Manual Volume II, COMDINST M16000.7B, Material Inspection, Change Two. MSM Volume II establishes marine safety policies on international conventions and U.S. statutes and regulations relating to material inspection of domestic and foreign commercial vessels.


7/20/2016: Enhanced oversight program and safety guidelines for commercial fishing vessels

The Coast Guard published Marine Safety Information Bulletin 11-16 to provide clarifying information on suspension of development of an Alternate Safety Compliance Program (ASCP), and instead, the development of an Enhanced Oversight Program (EOP) and Safety Guidelines for Commercial Fishing Vessels.


6/21/2016: Commercial fishing vessels – Implementation of 2010 and 2012 legislation

The Coast Guard issued a notice of proposed rulemaking that proposes to align its commercial fishing industry vessel regulations with the mandatory provisions of 2010 and 2012 legislation passed by Congress that took effect upon enactment.


6/21/2016: Notice of withdrawal of advance notice of proposed rulemaking – Commercial fishing industry vessels

The Coast Guard announced the withdrawal of the advance notice of proposed rulemaking regarding commercial fishing industry vessels, which involved possible amendments to Coast Guard regulations affecting uninspected United States commercial fishing, fish processing and fish tender vessels.
