7/20/2018: A milestone for towing vessel safety

A Final Rule published June 20, 2016, set July 20, 2018, as the compliance date for all towing vessels subject to Subchapter M even if the vessel does not have a Certificate of Inspection. Towing vessels have a strong record of safe operations, so while July 20, 2018 represents a beginning of a new regulatory regime, these vessels will continue to operate safely and provide a valuable service to the nation’s economy.


2/6/2018: Meridian Global Consulting, LLC, approved as third-party organization under Subchapter M

The Towing Vessel National Center of Expertise posted on its website Feb. 2, 2018, that the Coast Guard approved Meridian Global Consulting, LLC as a third-party organization to carry out certain functions in accordance with Subchapter M.


1/22/2018: Announcements of approved Third Party Organizations to be shared on Maritime Commons

To keep our readers informed as the towing vessel industry continues to move toward full compliance with Subchapter M requirements, the Coast Guard will begin sharing Towing Vessel National Center of Expertise’s TPO approval announcements on Maritime Commons.


8/15/2017: Policy Letter 17-04 Subchapter M Third Party Organization guidebook now available

The purpose of Policy Letter 17-04 is to assist the Towing Vessel National Center of Expertise, Officer(s) in Charge, Marine Inspection, and the maritime industry on TPO requirements. Entities within the maritime industry that are or want to become a TPO, or who use or are considering using a TPO, should be familiar with the contents of Policy Letter 17-04.
