7/13/2017: MSIB 008-17 Application of commercial fishing vessel requirements on Atlantic HMS permitted handgear vessels

MSIB 008-17 (corrected) provides guidance to highly migratory species (HMS) charter fishing vessels, the commercial fishing industry, and the Coast Guard. It represents the Coast Guard’s current interpretation on the applicability of commercial fishing vessel safety requirements and regulations for those vessels fishing for Atlantic HMS. The compliance posture outlined in the bulletin applies if the vessel/owner/operator holds ONLY an Atlantic HMS or Tunas permit.


1/9/2017: Release of Completed Voluntary Safety Initiatives and Good Marine Practices for Commercial Fishing Vessels

Today, the Coast Guard is releasing and making available the revised and completed version of the “Voluntary Safety Initiatives and Good Marine Practices for Commercial Fishing Vessels.” Subsequent to the release of the working version of the document in November 2016, the Coast Guard received feedback, comments, and recommendations from several fishing associations and other interested parties. Those responses were considered and incorporated into the revised version where recommended.


8/15/2016: Commercial fishing vessels – Extension of public comment period

The Coast Guard issued a notice that the comment period for submitting public comments on the notice of proposed rulemaking regarding commercial fishing vessels is being extended for 90 additional days.


7/20/2016: Enhanced oversight program and safety guidelines for commercial fishing vessels

The Coast Guard published Marine Safety Information Bulletin 11-16 to provide clarifying information on suspension of development of an Alternate Safety Compliance Program (ASCP), and instead, the development of an Enhanced Oversight Program (EOP) and Safety Guidelines for Commercial Fishing Vessels.

10/7/2015: Establishment of Tuna Vessel Monitoring System in the Eastern Pacific Ocean

The National Marine Fisheries Service is issuing regulations under the Tuna Conventions Act to implement Resolution C-14-02 of the Inter-American Tropical Tuna Commission by establishing requirements for any U.S. commercial fishing vessel that is 24 meters (78.74 feet) or more in overall length engaging in fishing activities for either tuna or tuna-like species in the eastern Pacific Ocean.

The Coast Guard announces the availability of an updated policy letter that provides guidance to the upcoming enforcement of existing requirements for the proper credentialing of engineering officers.

The Coast Guard is reopening the public comment period on the notice of proposed rulemaking entitled “Commercial Fishing Vessels Dispensing Petroleum Products,” published in August 2014.
