11/9/2017: Area Maritime Security Committees 2016 Annual Report – Challenges, Accomplishments, and Best Practices

Annual AMSC reports are an important tool used to compile and share information pertaining to AMSC issues such as: committee organization, training events, challenges, accomplishments, best practices, and recommendations. These efforts ensure the Coast Guard and the maritime communities maintain alignment with national preparedness goals, strategies, and reporting requirements, and ultimately serve to improve AMSC effectiveness nationwide.

10/1/2017: Coast Guard releases Report of Investigation into loss of 33 mariners and U.S. cargo ship, El Faro

The MBI concluded that the primary cause of the casualty was the decision to navigate El Faro too close to the path of Hurricane Joaquin. As the MBI expanded the investigation to explore other contributing factors, it uncovered evidence of an ineffective safety management system within the operating company, and failures by both the Coast Guard delegated representative and the Coast Guard itself to provide effective oversight of the vessel’s compliance with safety regulations.

9/1/2017: Update on port conditions in Port of Corpus Christi

As of 2:15 p.m., Thursday the Coast Guard opened ports and waterways, with some restrictions, in the Corpus Christi captain of the port zone.

9/1/2016: Gaining insight on cyber risk management

Rear Adm. Paul Thomas, assistant commandant for prevention policy, recently met with the National Academies of Sciences, Engineering, and Medicine’s Forum on Cyber Resilience for an open discussion regarding cyber risk management in the marine transportation system (MTS).

8/19/2016: Proceedings magazine – Update to distribution schedule

To better serve its readership, the Proceedings of the Marine Safety and Security Council magazine will transition to three printed editions annually.

8/5/2016: Summer 2016 edition of Proceedings now available!

The Coast Guard released the summer 2016 edition of Proceedings.

8/2/2016: Marine Safety Manual Volume II, Change 2 now available

The Coast Guard announces the availability of the updated Marine Safety Manual Volume II, COMDINST M16000.7B, Material Inspection, Change Two. MSM Volume II establishes marine safety policies on international conventions and U.S. statutes and regulations relating to material inspection of domestic and foreign commercial vessels.

7/7/2016: Congressional hearing alert – Prevention of smuggling at U.S. ports

Today, Rear Adm. Linda Fagan, deputy commandant for operations, policy and capabilities, will testify before a congressional hearing.
